Check to see if your fuse is blown; if so replace it with another one. Confirm your clamps are securely on the battery terminals. Check the voltage on your battery with a multi-meter, if it is too low you can try a parallel charge. You can read more on parallel charging here. This is not normal and indicates the battery is too sulfated for the Tender to overcome or there is a poor connection between the clamps and the terminals. You may want to consider purchasing a true desulfating charger like one made by VDC Electronics (BatteryMINDer) or the XC100-P by PulseTech.
